OPENING OF THE KAUAI COUNTY HOUSING AGENCY’S
HOUSING CHOICE VOUCHER (SECTION 8) WAITLIST

The Kauai County Housing Agency announces it will be opening its Wait List for the Housing Choice Voucher Program (Section 8).  The Housing Choice Voucher Program provides rental assistance in the form of vouchers to low-income families and provides payments directly to landlords to offset the cost difference between tenant payments and unit rent.

To better serve applicants and to make the application process available to all, including those who are least likely to apply, the entire application process is available online at https://waitlistcheck.com/HI795 beginning on Tuesday, September 01, 2026, 12:00am (HST) until further notice. Program eligible applicants will be selected from the waiting list based on targeted funding or selection preference(s) for which they qualify, and in accordance with the PHA’s hierarchy of preferences, if applicable. Within each targeted funding or preference category, applications will be selected on a first come, first serve basis according to the time and date that pre-application is received. Only one application will be allowed per household.  There is no guarantee for eligibility or rental payment assistance after applying.

Applications will be accepted online at https://waitlistcheck.com/HI795 beginning on Tuesday, September 01, 2026 12:00AM (HST). Applications will be accepted from this time until further notice. There is no cost to apply to the Wait list. Acceptance and/or assistance are based on income verification and eligibility requirements. Maximum income levels, based on family size are as follows:

If computer access is unavailable, application may be completed utilizing our kiosk located in the lobby area of our Housing Agency. For assistance with applying to the waitlist, please call our office to schedule an appointment at least 2 days prior to your anticipated visit to the kiosk.

To All Interested Agencies, Groups & Persons:

Pursuant to 24 CFR Part 91, notice is hereby given that a draft Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2025 (7/1/25-6/30/26) is available for review and comment.  The CAPER is an annual review of progress made in carrying out priorities and activities for the County’s 5-year Consolidated Plan (2020-2025).  The CAPER provides an assessment of the County’s progress in meeting objectives for the federal Community Development Block Grant Program, HOME Investment Partnership Program and Housing Trust Fund Program.

The draft CAPER 2025 is available online on the County’s website at https://www.kauai.gov/Government/Departments-Agencies/Housing-Agency/Housing-Community-Development/Community-Development-Block-Grant-Program-CDBG. To receive a copy by mail, please call 808-241-4444. Upon request, this document is available in alternate formats such as large print or electronic copy. All interested persons who wish to comment on the CAPER may submit comments to Kauai County Housing Agency, Attn: Anna Kanoho, or via email iakanoho@kauai.gov, no later than 4:00 p.m. on September 7, 2026. All comments received will be considered prior to submission of the final CAPER to the U.S. Department of Housing and Urban Development.

PUBLIC NOTICE KAUAI COUNTY HOUSING AGENCY COUNTY OF KAUAI

NOTICE IS HEREBY GIVEN that the Kauai County Housing Agency (KCHA), pursuant to Chapter 17 of its Administrative Plan and Federal regulations at 24 CFR 983 is accepting competitive proposals for Project Based Vouchers (PBV) from interested and qualified housing developers and owners.  The PBV Program is a component of the Section 8 Housing Choice Voucher (HCV) Program funded by the US Department of Housing & Urban Development (HUD).

Under the PBV Program, a Public Housing Authority (PHA) can allocate up to 20 percent of its voucher assistance to specific housing units if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set aside a portion of the units in an existing development.  All units must meet HUD housing quality standards.  Under the PBV Program, a PHA enters into an assistance contract with the owner for specified units and for a specified term. The PHA refers families from its waiting list to the project owner to fill vacancies.  Because assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance.  However, they may be eligible for a tenant-based voucher under HCV when one becomes available.  Rents in the PBV Program are set based upon market comparables of similar units in the project and surrounding vicinity and may not exceed 110 percent of the HUD-published existing housing fair market rents.

KCHA proposes to allocate funding and assist up to twenty-five (25) units for the purpose of PBV newly constructed housing. For purposes of the PBV Program, “newly constructed housing” is defined as housing that does not exist at the time of proposal selection This Request for Proposals solicits the participation of developers/owners with at least one year of experience in ownership and/or management of said developments or projects.. The selected applicant(s) will be required to be in Hawaii Compliance Express (HCE) clearance if receiving over $25,000 in contract awards.

To respond to this solicitation, all interested applicants are required to complete and submit KCHA’s PBV application(PDF, 537KB) by the given deadline date.  The PBV application(PDF, 537KB) is available for download at www.kauai.gov/housing(PDF, 537KB) or may be requested via mail or via email by contacting the HCV Program Manager, between the hours of 8:00AM and 4:00PM, Monday through Thursday, except for legal holidays. All proposals submitted in response to this solicitation must conform to all requirements and specifications outlined within application document and any designated attachments to their entirety.

The application deadline for this proposal is 4:00PM HST on August 25, 2026.

Housing Agency to temporarily close and return to regular offices beginning July 6, 2026

LĪHU‘E – The Housing Agency offices will be temporarily closed July 6 to 7 as they move back to their regular office space. During this closure, documents may still be dropped off in the Housing Agency drop box located on the outside wall of the Pi‘ikoi Building in Līhu‘e.

The Housing Agency’s regular office hours and services will resume on Wednesday, July 8, in Suite 330.

The Housing Policy for the County of Kaua'i

The purpose of Ordinance No. 860 is to establish by law a housing policy in furtherance of the goals and objectives identified for the Kauaʻi County Housing Agency in Section 2-1.16 of the Kauaʻi County Code 1987. Ordinance No. 860 includes workforce housing requirements for residential and resort developments, and codifies procedures used to administer housing development programs. The Ordinance is effective June 10, 2008 as Ordinance No. 860(PDF, 165KB) .

Administrative Rules(PDF, 7MB) know as "The Administration of Chapter 7A, Kaua'i County Code, Pertaining to the Housing Policy for the County of Kaua'i" was adopted on July 21, 2015 for the purpose of implementing the goals and objectives of Chapter 7A, Kaua'i County Code 1987. 2026 Income, Rental and For Sale Limits

Pursuant to Ordinance No. 860, US Department of Housing and Urban Development (HUD) provides the County with the Kaua'i median household income amount each year. In addition, HUD provides income limits, by household size, for extremely low income households that earn thirty percent (30%) of the median household income, very low income households that earn fifty percent (50%) of the median household income, households that earn sixty percent (60%) of the median household income, and low income households that earn eighty percent (80%) of the median household income. The Housing Agency provides Workforce Housing and Gap Group income limits utilizing the Kaua'i median household income and HUD's methodology.
